How often should mulch be refreshed?

Should landscape fabric go under the mulch?
Under stone, usually yes. Under mulch in a planted bed, usually not — mulch breaks down into a layer on top of the fabric that weeds happily root into, and the fabric makes future planting a nuisance. We use it where it genuinely helps and skip it where it just creates a problem in two years.
Does mulch attract insects or termites?
Properly installed mulch kept a few inches away from your foundation and off tree trunks is not an insect problem in this region. Cedar in particular is naturally less appealing to insects. The real risk comes from deep mulch piled directly against wood siding or trunks, which is exactly what we avoid.
Do you remove the old mulch first?
